There were 9 Avengers novels in the late 1960s. Can anyone tell us which ones featured Mrs. Peel, and which co-starred Tara King? The photos on the covers seem to be irrelevant to whomever Steed is partnered within the pages!
1. The Floating Game, John Garforth, 1967
2. The Laugh Was on Lazarus, Garforth, 1967
3. The Passing of Gloria Munday, Garforth, 1967
4. Heil Harris!, Garforth, 1967
5. The Afrit Affair, Keith Laumer, 1968
6. The Drowned Queen, Laumer, 1968
7. The Gold Bomb, Laumer, 1968
8. The Magnetic Man, Norman Daniels, 1968
9. Moon Express, Daniels, 1969
THANK YOU for any assistance - I have searched the Web on this question and have found zero information.
Which female lead appeared in which of the 9 novels?

The Dead Duck website contains information from the back cover of each novel and includes information on which of Steed's partners featured.

You're right, the covers provide little to guide you.
Mike is right as to the split and, as mentioned, the Dead Duck subdomain gives you all the information you would need.
You missed 3 books though - Douglas Enefers's book, my personal favourite of the lot, is with Cathy Gale.
Patrick Macnee's two (ghost-written) books, Deadline and Dead Duck are both with Emma.

Mrs Peel, you're needed!

The covers of the american books depends on which editions of the novels you have.
If you have the first USA editions of 1 to 5. (Published in 67) The covers feature Mrs Peel who is in those novels.
The second editions of numbers 1 - 4 (Published 69) feature both Emma and Tara on the cover)
Numbers 5 - 9 were only publised in one edition.
As I've already noted Number 5 features Emma on the cover and in the novel.
Numbers 6 -7 feature only Tara on the cover and in the Novel, while numbers 8-9 while featuring Tara have both on the cover.
