Always thought she was specifically modelled after Mrs. Peel:

I can certainly see what you mean, but I haven't actually seen any of this.

Nice "pins" for sure! ;-)

She looks more Emmaish in some shots than others. When the put her in the flippy hairstyle she looks quite similar, but in other shots less so.

Pretty much every action heroine owes something to Emma, though, so I can't imagine it's purely coincidental.

It appears the show's writers intended this strong resemblance on purpose:
"Jarod s mother, Margaret, was using her middle name and the files indicate that her true name was in fact Dorothy Margaret Charles nee Jamison making her the sister of Catherine Parker. The Jamison sisters are the great-granddaughters of Sylvester Knight (Lancelot Silver/ Paladin) Their mother was the sister of Emma Peel nee Knight s father. This accounts for the strong resemblance between Emma Peel and Catherine Parker and Catherine s daughter Angel Parker. Angel modelled herself on her famous cousin but due to the influence of the Centre she is more like an evil version of Mrs Peel. [9] Miss Parker and her twin brother Mr Lyle were born on January 3, 1960"

Or it's just nicely made up!

"Not quite as subtle is Andrea Parker playing the "toughest man on the show," Miss Parker. The actress was cast shortly after she stated "This script has my name all over it!" She appears in the first scene of the first episode in a black Emma Peel catsuit, and, when warned her cigarette is dangerous because "the materials are explosive," she replies with a curt, angry, "So am I!" The show's creators admit she's paying homage to screen sirens like Bette Davis and Joan Crawford with her chain-smoking and zingy one liners. Miss Parker is built on moxie and gravity-defying short skirts. (Andrea Parker's background as a professional dancer helps make that work.) Thankfully, The Pretender is smart enough to give her many dimensions and an interesting backstory that allows the character to quickly become more than one note. Jarod is not the only one with a mysterious past -- Miss Parker has her own answers to find."

Well, I think she looks a right misery. Emma Peel often smiled at least.

She was supposed to be the "unhappy, evil" Mrs. Peel.... but by the end of the series we get a reason why.... because she has to "chase" her best friend or else they'll kill him...

a sad vicious circle
